Statement of Compliance: Texas State Technical College Harlingen is in compliance with Core Requirement 2.3.

Rationale for Judgment of Compliance:

Texas State Technical College Harlingen is a main campus of the Texas State Technical College System according to the bylaws. [Ref 1]. The Chief Executive Officer, Dr. J. Gilbert Leal [Ref 2], of Texas State Technical College Harlingen is the President and CEO. As stated in the TSTC Harlingen Human Resources Position Descriptions, [Ref 3] the president is responsible for the organization, administration, and development of a Texas State Technical College and is accountable to the Chancellor for its management.

The President reports to the state-appointed Board of Regents of the TSTC System through the Chancellor of the TSTC System, according to the policy in System Operating Standard No. GA.1.1 Board of Regents Organization and Operation [Ref 4], which states that the Chancellor is the only person authorized to present matters of college business or information to the Board of Regents.

The President is not a presiding officer of the Board of Regents of the TSTC System. As stated in System Operating Standard No. GA. 1.1, the officers of the Board are Chairman, Vice Chairman, Executive Committee Place I and Executive Committee Place II. The current chair of the TSTC Board of Regents is Connie de la Garza identified in the 2004 Board of Regents [Ref 5].
