The institution evaluates the effectiveness of its administrators, including the chief executive officer, on a periodic basis.

Statement of Compliance: Texas State Technical College Harlingen is in compliance with Comprehensive Standard 3.2.10.

Rationale for Judgment of Compliance:

Texas State Technical College Harlingen evaluates the effectiveness of its administrators, including the chief executive officer, on a periodic basis. A written evaluation of each employee's performance of duties and responsibilities is provided annually as outlined in the System Operating Standard HR 2.2.3, Employee Performance Appraisals [Ref 1]. The TSTC System Chancellor evaluates the President annually [Ref 2]. Performance evaluations assist department managers in evaluating their work force, identifying employee potential, and establishing priorities for training and education and reward. Employee Performance Appraisals are categorized into exempt [Ref 3] and non-exempt [Ref 4]. TSTC Harlingen's Human Resources Department is responsible for the administration of Employee Performance Appraisals and the publication of relevant policies and procedures [Ref 5].

In 2003, TSTC Harlingen adopted a Leadership Assessment evaluation [Ref 6] for use by the President to evaluate administrative staff. Additionally, each person who reports directly to the President evaluates the President's performance as a manager. Finally, this evaluation allowed administrators to be evaluated by their peers and subordinates. This assessment was developed after piloting a "360" degree evaluation in 2001. The objective of a 360 degree evaluation is to help an employee assess their performance in relation to goals, clarify the perceptions of others, prioritize development needs and develop action plans to address them. The results of this 360 degree evaluation are located in personnel files in the Human Resources office.

The effectiveness of college administrators is also evaluated every two years through the "Survey of Organizational Excellence" [Ref 7]. The School of Social Work at the University of Texas at Austin administers the survey and provides the organization with an analysis of the responses from its workforce and benchmarks results against institutions of similar size and mission within the state. This survey has proven to be a valuable tool in maintaining an effective organization and a quality workforce that are essential in continuing to improve our service. In 2001, the Office of Institutional Effectiveness and Research initiated additional surveys. Employees were allowed the opportunity to rate the offices of all administrators through the "Assessment College Environment" [Ref 8] and the "Employee Assessment of College Services" [Ref 9] surveys. The results of these surveys are available on the Institutional Effectiveness and Research website.
