Statement of Compliance: Texas State Technical College Harlingen is in compliance with Comprehensive Standard 3.2.12.
Rationale for Judgment of Compliance:
The president/chief executive officer of Texas State Technical College (TSTC) Harlingen is Dr. J. Gilbert Leal [Ref 1], and he has ultimate control of fund-raising activities for the college. The executive assistant to the president, Jackie Gilles,[Ref 2] who reports directly to the president, shares responsibility for all development initiatives. The legal authority for accepting gifts and bequests is found in Chapter 135.07 of the Texas Education Code.[Ref 3] In TSTC System SOS F.A. 3.1 Acceptance of Gifts and Bequests[Ref 4], "The Board of Regents has delegated the authority to receive all other gifts and bequests to the Chancellor. The Chancellor has delegated to the presidents [Ref 5] the authority to accept cash, checks, money orders, bank drafts, payments made with certain credit cards, supplies and equipment."
Each president designates an individual to serve as that college's resource development officer per SOS FA 3.1. [Ref 4]. TSTC Harlingen president Dr. J. Gilbert Leal has designated his executive assistant Jackie Gilles to fulfill this role.
Fundraising campaigns are developed through the resource development officer with approval of the president. Campaigns are developed as opportunities arise, and fiscal targets are set in accordance with the campaigns' goals. The intended use of the funds collected is based on the nature of the campaign and the expressed intent of the donors. Campaign purposes and use of the funds are clearly spelled out in campaign brochures and literature.
The college president and resource development officer review each campaign, considering both effectiveness and good will to the college.
