Rationale for Judgment of Compliance:
The Texas State Technical College Board of Regents [Ref 1]is responsible for the selection and the evaluation of the system chancellor according to Vernon's Texas Education Code Section 135.27 [Ref 2] The chancellor recommends a plan for the organization of the system [Ref 3]and the appointment of a chief executive officer (president) for each college of the system.
The Board of Regents enacts policies, rules and regulations [Ref 4] necessary for the successful management and operation of the system, including periodic evaluation of the chancellor. The chancellor's contract was reviewed during executive session, and renewed on April 28, 2000, February 8, 2002, and October 24, 2003. [Ref Table 1]
When there is a presidential vacancy, the system chancellor is responsible for overseeing a national search per SOS HR 2.1.10 Presidential Search [Ref 5]. This position is open to internal and external candidates and he periodically evaluates the president of each college. The Board of Regents selects the president on the recommendation of the chancellor of the Texas State Technical College (TSTC) System. The TSTC system chancellor evaluates the president annually as per TSTC Harlingen College Operating Policy Performance Evaluation) 5.65 [Ref 6]. The president's evaluation can be found in the Human Resource office personnel files. In addition, the college uses a 360 evaluation system in which the college subordinates evaluate the president.
