The institution has a clearly defined and published organizational structure that delineates responsibility for the administration of policies.

Statement of Compliance: Texas State Technical College Harlingen is in compliance with Comprehensive Standard 3.2.7.

Rationale for Judgment of Compliance:

Texas State Technical College Harlingen is governed by the Texas State Technical College Board of Regents [Ref 1], which is charged by the State of Texas with establishing the policies for the operation of the Texas State Technical College System. The organization and control of the system is vested in the nine-member Board of Regents. The authority of the Board is clearly defined in state statutes (the enabling legislation), which are included in the Board of Regents Bylaws, Rules, and Regulations [Ref 2].

Vernon's Annotated Educational Code [Ref 3] defines the duties of the Chancellor [Ref 4] made official in the policy, "Board of Regents Organization and Operation" [Ref 5]. The Chancellor recommends a plan for the organization of the system and the appointment of a President for each college. TSTC Harlingen job descriptions for the President and each member of his administrative President's Council describe the duties and responsibilities of each administrator [Ref 6]. An organizational structure is necessary to implement the purpose and mission of the institution [Ref 7] and recommend the establishment of administrative offices appropriate to the college. The current organizational charts for TSTC Harlingen are maintained in the Office of the President and on the website.

TSTC differentiates between policies that guide the entire TSTC system [Ref 8] and the preparation of policies intended to govern only Harlingen programs, services, and activities [Ref 9]. Polices that govern both System and TSTC Harlingen operations use a taxonomy of four distinct groupings: Educational Services (ES), Fiscal Affairs (FA), General Administration (GA), and Human Resources (HR).

As TSTC Harlingen's president has the governing authority and responsibility for the administration of the college and all its activities, he, in turn, delegates the development and implementation of departmental-level policies and the duties for functional areas of the college to the following [Ref 10]:

  • President
  • Vice President for Student Learning
  • Vice President for Student Development
  • Vice President for Administrative Services
  • Chief Financial Officer
  • Director of Human Resources
  • Director of Institutional Effectiveness & Research
  • Executive Assistant to the President

Janie Oritz, Executive Secretary to President Leal, has been appointed to maintain and update all policies and associated revisions.
