The institution has qualified administrative and academic officers with the experience, competence, and capacity to lead the institution.

Statement of Compliance: Texas State Technical College Harlingen is in compliance with Comprehensive Standard 3.2.8.

Rationale for Judgment of Compliance:

Texas State Technical College Harlingen maintains systems for establishing and classifying positions and for filling them with qualified employees. These systems emerge from comprehensive job descriptions [Ref 1], which serve as records of assigned duties and essential and marginal functions. In addition, job descriptions outline the minimum qualifications (education, training, and experience) required of applicants. The job requirements and the applicant's ability to meet or exceed these requirements determine final selection.

Academic Leadership Positions

TSTC Harlingen's academic administrators (President, Vice President of Student Learning, the Associate Vice President for Student Learning, the Associate Vice President for Workforce Development, Division Directors, Program Chairpersons, and the Director of the Library) satisfy the requirements prescribed by the policy on Employment 5.36 [Ref 2] which is also published in the Faculty and Staff Handbook [Ref 3]. The academic administrators' personnel files [Ref 4] containing position descriptions, transcripts, and licensures and certifications at the time of appointment, provide supporting evidence that they have acquired the necessary administrative skills and experience to make them effective leaders in the academic realm of the institution. Please refer to the "Table of Administrative and Academic Officers and Staff" [Ref 5] for specific position descriptions, as well as links to their faculty/staff profile of their education, work experience and professional licensures and certifications.

Non-Faculty Leadership Positions

Non-academic vice-presidents (Chief Financial Officer, Vice President for Student Development, and the Vice President of Administrative Services) are appointed upon the President's recommendation. See their faculty/staff profiles at [Ref 5].

The Employment Policy, 5.36 [Ref 2], again outlines the system through which all employees are selected. The Human Resources Department advertises the positions, listing predetermined qualifications. At the conclusion of the recruitment period, the Human Resources Department screens all applications to determine which applicants possess the qualifications that meet or exceed the specified advertised requirements. Only those applicants who meet the requirements are forwarded to their hiring department for consideration. Final selection is made on the basis of the position requirrements and the applicant's qualifications to perform the duties of the position. Once a final selection is made, the hiring department completed a Human Resources Requisition [Ref 6], and submits it to the Human Resources Department along with all the interview notes and materials pertinent to the selection process. Documents gathered during the search process with regard to qualifications of the employed individual are placed in his or her personnel file [Ref 4]. The Human Resources Department maintains all personnel files. Please refer to the "Table of Adminsitrative and Academic Officers and Staff" [Ref 5] for current position descriptions and the education and experience of non-faculty leadership positions.

President Leal has a demonstrated commitment to TSTC Harlingen and the role of technical education within the post-secondary arena [Ref 7]. He has been employed at TSTC Harlingen for 34 years, and just recently celebrated his 25 year tenure as president. Vice President Villarreal has 32 years of experience, with 25 of those leading the student services operations at TSTC Harlingen [Ref 8]. Vice President Hobbs has 33 years of combined experience working in the technical aspect of higher education [Ref 9]; while Vice President Buck [Ref 10] has 27 years at the institution, with 13 years overseeing the administrative and physical operations of the college. Chief Financial Officer Robert Gomez has worked in the public sector in financial operations for 30 years, [Ref 11].
